Together with the City of Amsterdam, the owner Victory Group and Amsterdam developer LMTD have been working on a plan to redevelop the complex over the last few years. The aim is to transform the private office environment into an open, urban area where people live, work and spend time. Currently, this new use is not permitted because of the restrictions in the City of Amsterdam’s existing Environmental Plan (formerly: zoning plan). This is why a change is needed. The City of Amsterdam will shortly be beginning its consultation about this change.
Informing local area
In order to make the redevelopment possible according to planning law, the existing Environmental Plan is being amended by means of a so-called Temporary Alternative Measure. To inform the local area about this, the City of Amsterdam has drawn up a consultation plan.
Participation process
Victory Group previously initiated a participation process about the plans to (re-)develop the ABN AMRO complex with interested parties and stakeholders. As part of this, they held talks, conducted surveys online and on the street and attended the Zuidas-Zuidasdok Information Market in October 2024. Because of the change to the Environmental Plan, it is now the turn of the City of Amsterdam to reach out and make contact. This process will include such things as information newsletters, discussions with residents and businesses in the station zone and announcements on this website. A walk-in meeting will also be held. We will inform you about that in due course.
Towards a full city vibe
Victory Group purchased the ABN AMRO complex, including the Circl pavilion, in December 2021. The plan is to develop and extend the existing offices to create a place with housing, offices and amenities (some of them accessible to the public), and including a lot of green space. There will be seven buildings in total. Two of these are intended for housing, with other functions on the ground floor. The aim is to create a good mix of housing, employment and amenities. The height of the buildings will vary from 30 to 110 m.
International appeal on a human scale
Each of the buildings will have its own look and feel. There will be a particular focus on the use of the plinths (at street level). These will include a mixed range of amenities, varying from hospitality and (small-scale) retail, to social and cultural amenities. The construction of Mahler 1 (on the site previously occupied by the Circl pavilion) is not covered by the change to the Environmental Plan mentioned above. A separate environmental permit has been granted for that. Preparations for construction have already started and the building is expected to be completed in the second half of 2027.
Schedule for change to Environmental Plan
The participation process for the change to the Environmental Plan will run from July until after the summer of 2025. Because of these summer holidays, this period is longer than normal. A report will be compiled about the participation process and, based on all of the responses, the City of Amsterdam will then draw up a draft decision to amend the Environmental Plan. You will be updated on the details of when and how you can respond to this draft decision on this website and elsewhere when the time comes.
