Zuidas is developing from an exclusive business centre into an inclusive Amsterdam city neighbourhood with housing for all income groups. In the years ahead, there are plans to build around 10,000 homes, mainly in the social and mid-market rented sector.
At the end of 2023, there were just under 3,000 homes in Zuidas. What not a lot of people know is that 40% of these, i.e. 1,200 homes, are in the social rented sector. Most of these are in Ravel Residence, a complex of 800 student flats that opened in 2015. These are temporary homes. Like every other Amsterdam neighbourhood, Zuidas applies the Amsterdam housebuilding policy to construction. In this, a ‘40-40-20’ ratio has been the norm since 2017 and this also applies in Zuidas: which equates to 40 percent social rented housing, 40 percent mid-market rented and 20 percent private sector housing. This has been the basic principle for all construction plans since then.

The temporary student flats are set to make way for the low-traffic Ravel residential district, behind the AFC sports pitches, where approximately 1,350 homes will be built. In this neighbourhood, the focus will be on family homes. In mid-2024, the same neighbourhood saw the start of construction on Ravelly, which will accommodate 75 social rented flats. Also in development is Tic-Tac-Toe with 75 mid-market family homes. In Beethovenstraat, there will be The Harmony, with 63 social and 85 mid-market rented homes. Other residential complexes are also scheduled for development in the Ravel district.

A major site for residential construction is the Kenniskwartier innovation district. We are developing around 2,700 homes here in the years ahead. In addition to flats for students and first-timers, we are also working with VU Amsterdam (Vrije Universiteit) and Amsterdam AMC on the development of various buildings for healthcare, education, research and innovation. As a result, Kenniskwartier will become a place where knowledge institutions, the business community and the City of Amsterdam work together on innovations that will be essential for our city’s future. At the end of 2023, 216 starter homes were completed in this neighbourhood: Stepstone. Slightly to the north of Stepstone, The Pulse of Amsterdam was completed in november 2024, with 151 mid-market rented properties and 49 private-sector rented homes. At the end of 2023, we announced the construction of 119 student homes. And 2024 will see the completion of Ceci, a private sector complex of 25 apartments in Gustav Mahlerlaan, next to Stepstone. More housing will follow after that.

The first social rented complex in Zuidas (apart from the temporary Ravel Residence) is actually Ella, in the Gershwin neighbourhood: Some 57 homes were completed here in 2017. Since then, a lot of housing has already been completed, especially in the Kop Zuidas neighbourhood (the most northerly point in Zuidas), such as the multifunctional Crossover building, which includes 120 social rented flats, of which 64 are for student first-timers and 64 for refugees with residence permits. But not everything is proceeding as planned. For example, in 2021, we announced the development of around 1,000 social and mid-market homes in the Verdi neighbourhood. Around 550 of these were to be developed on the site where the Sporthallen Zuid sports complex is currently located. The plan was to move the sports complex into a stacked building in order to create space. However, the relocation of the sports complex was scrapped in March 2023. This housing will therefore not be developed.

The future
At the end of 2024, work will start on the construction of Het Duet: 177 social rented homes in Fred. Roeskestraat, some of them for elderly people with dementia. If these plans go ahead – between now and 2038 – there will be an additional 1,900 social rented homes in Zuidas and just under 3,000 mid-market properties (rented and owner-occupied).
From 22 April to mid-July 2026, we will be working at the junction of Beethovenstraat and Maurice Ravellaan. During this period, we will complete the final layout of the junction. The pedestrian and cycle crossing will be closed, and motorists will also experience disruption.
In April 2026, construction will begin on Benten in the Kenniskwartier innovation district. Benten will be a residential building with 127 rental apartments for students of DUWO housing corporation. Contractor Plegt-Vos is moving quickly: ‘In 12 months, the building will be complete.’
Until Friday, 24 April 2026, we will plant seven trees in Gaasterlandstraat, alongside the SUD and Zuidoever buildings. This will make the easternmost residential area of Zuidas a little greener.
Students will be able to stay for one additional academic year at Student Experience on De Boelegracht. The City of Amsterdam has extended the land lease agreement with the owner until 28 February 2028.
The definitive design for Ceci has been completed. The residential building will comprise 24 private sector apartments in the Kenniskwartier neighbourhood, ranging in size from 72 to 213 sq. m. Construction is expected to start in late summer 2026.
The First Sponsor Group and the City of Amsterdam have plans to make the Meerparc office building into a lively place, with housing, offices, commercial amenities and a lot of green areas. Their ideas for the plans were shared with the local neighbourhood on 14 January 2026.
In the new Ravel residential district over the last year, we have been working on an ingenious junction of cables and pipelines. The work involved digging alongside Beethovenstraat to a depth of around 5 m below street level. This not only caused disruption, but also produced some great pictures.
During the 2025 Christmas holiday, the Kindercampus Zuidas is moving into brand-new accommodation at the heart of the Ravel residential district. The current building, 100 m to the east, will not remain unoccupied. The Willemsparkschool from Amsterdam Zuid is temporarily moving into it.

On the corner of Barbara Strozzilaan/Antonio Vivaldistraat, there are plans for a residential tower with housing in the affordable segment and private sector. From 4 December until 14 January 2026, the required changes to the environmental plan are open for consultation.

In Fred. Roeskestraat on Thursday, 20 November 2025, foundation works will begin for the construction of Het Duet, two buildings with a total of 177 social rented homes and apartments for the elderly. The first residents are expected to be welcomed in mid-2027.

We are making good progress preparing the area underground for the development of the new Ravel residential district, including by moving countless cables and pipelines. Traffic in De Boelelaan, de Ravellaan and Beethovenstraat can continue to expect disruption.

With The Pulse of Amsterdam and Stepstone now completed, the east side of the Kenniskwartier neighbourhood has plenty of new housing and offices. Now it is time for the west side, where developments will include around 500 new homes.

On the corner of Barbara Strozzilaan and Antonio Vivaldistraa, there is currently still a car park. There are plans to build a residential tower on the site, with a mixture of private and affordable housing. Before that can happen, we will need to revise the environmental plan.
We are in the process of preparing Het Duet housing complex for construction. This will involve cutting down some trees and removing underground cables and pipelines. Most of the felled trees will be replaced on the plot itself, when Het Duet has been completed.
In the coming years, the ABN AMRO complex at Mahlerlaan 10 is to be (re-)developed into a lively and accessible area for housing, leisure and employment. This requires a change to the Environmental Plan ('Omgevingsplan') and the participation process about it will soon be starting.
By 2027, the Kenniskwartier innovation district will have 127 new social rented apartments for students. In three different styles, to suit every phase of study. ‘When just starting out, students are still very eager to meet up with others.’
New housing, offices and amenities are being developed in Zuidas at a rapid pace. This all requires electricity, but the network is at risk of becoming overwhelmed. In response, the City of Amsterdam is challenging the market to come up with solutions to the problem. Ideas can be submitted via Tenderned now.

In Ravel, construction work is underway on the first residential tower block of the future residential neighbourhood of Ravelly. It took a while for the ground floor to appear, but the building is now heading decisively skywards. ‘We are now building one floor in about three and a half weeks.’
The future residential district Ravel is having an open-air exhibition. Between 12 and 18 June 2025, nine street artists will be transforming 120 m of construction hoardings in Maurice Ravellaan into colourful street art. Come along and watch it live. Alternatively, you can join a guided tour.
On 2 June 2025, the tender procedure for plot 2C in the Kenniskwartier innovation district was launched. There are plans for rented housing on the corner of Gustav Mahlerlaan and Hildegard von Bingenstraat. Interested developers can submit proposals.
The environmental permit for the construction of Het Duet in Fred. Roeskestraat was granted on 16 May 2025. The permit for the construction of 177 social rental apartments Is now open for consultation for six weeks.
Until the end of 2025, we will be working with utility companies to set up the underground cable and pipeline network for the new Ravel residential district. In early 2026, we will begin roadbuilding work on Maurice Ravellaan. This will cause disruption to traffic in Beethovenstraat and Ravellaan.

The DUWO housing association has been granted an environmental permit for the construction of 126 student flats in the Kenniskwartier innovation district. Until Saturday, 10 May 2025, anyone can ask questions about it and lodge objections.
In the summer of 2025, around 100 refugees will be moving into Convict, the former monastery building in Beatrixpark. Before that, the building needs to be fitted out. The charity Stichting Care4Good is in search of volunteers who would like to help.
In consultation with the City of Amsterdam, the property developer KonderWessels Vastgoed (KWV) has decided to halt its plans to develop the Habitat Royale residential building on the edge of Beatrixpark.
The construction of brand-new accommodation for the Kindercampus Zuidas is proceeding at pace. The building in the new Ravel residential district is now almost watertight and this week will see the contractor begin the finishing work on the interior and exterior.
