In 2021, Victory Group purchased the ABN AMRO complex at Gustav Mahlerlaan 10. Almost 90,000 sq. m. in size, the complex is being redeveloped in the years ahead. The aim is to create a vibrant area in which to live, work and spend time that has a village feel: the name ‘Zudo’ is an amalgamation of Zuidas and the Dutch word for village (dorp).
Development of the complex
Together with the City of Amsterdam and in close collaboration with Amsterdam-based developer LMTD, the owner Victory Group has spent the last few years working on its plans to develop the former ABN AMRO headquarters into a bustling, mixed, green urban centre at the heart of Zuidas. The urban design is by 3XN/GXN, the international firm of architects that also designed the Muziekgebouw aan ’t IJ concert hall.
Open urban area
What is currently a closed office environment is set to be developed into an open, urban area where people live, work and spend time. There will be seven buildings in total, each with its own distinctive look. Two are intended for housing, with other key functions on the ground floor, resulting in a good mix of employment, work and amenities. The height of the buildings will vary from 30 to 110 m.
Vibrant, green urban centre
The plans are also ambitious in terms of sustainability. The aim is to create a vibrant, green urban centre that provides space for biodiversity. This will be achieved by adding green outdoor spaces, rooftops and terraces featuring a rich variety of trees, shrubs and perennials. There will also be an additional public outdoor area with squares, pathways and seating, designed by Bureau B+B, specialists in urban design and landscape architecture.
Vibrancy at street level
There will also be a particular focus on the use of the plinths (at street level). These will include a mixed range of amenities, varying from hospitality and (small-scale) retail, to social and cultural amenities.
Participation process
Between the end of 2024 and early 2025, Victory Group organised a series of opportunities for participation involving interested parties and other stakeholders in order to consult on the plans for the redevelopment of the ABN AMRO complex. As part of this, they held discussions, conducted online and street-based surveys, organised a walk-in meeting in November 2024 and also attended the Zuidas-Zuidasdok Information Market in October 2024.

Schedule
The first development will be the construction of the Mahler 1 office building on the site of the former Circl pavilion. The building provides a taster of what this area will ultimately look like. Preparations for the construction of Mahler 1 (including modifications to the basement and foundations and the addition of extra sheet piling) began in 2025. Construction work is starting in late 2025. Mahler 1 is scheduled for completion by the end of 2027.
For the other buildings, there will be a procedure in 2026 to amend the Environmental Plan. Construction work on these can start from 2027 and is expected to take five to seven years in total. Developing such a large site takes time, which is why the development has been divided into different phases.
