On 8 September 2026, the municipal executive approved the draft amending decision ‘Environmental Plan for the Municipality of Amsterdam: redevelopment of Gustav Mahlerlaan 10 (Zudo)‘. The amendment to the environmental plan sets out the urban planning requirements for the development, including what can be built, building heights and the maximum number of parking spaces. It also covers the landscaping and greenery, which are a key element of the project. All of this is necessary to transform the complex from a single-use office building into an accessible area where people can live, work and spend time: Zudo.
Public inspection period
The draft amendment decision is now open for consultation for six weeks. From Thursday, 17 September to Wednesday, 28 October 2026, you can submit your comments on the draft decision. 8 October: Zudo walk-in meeting
During the six-week public inspection period, we would like to update you at a walk-in meeting. We will provide information about the amendment to the environmental plan and the procedure involved. And, of course, we will tell you more about the redevelopment itself, with impressions of the plans and plenty of opportunity to ask questions.

- No advance registration is required. Local residents will receive an invitation to the meeting.
Final adoption of the environmental plan
After the six-week public inspection period, the comments received will be considered. The decision to amend the environmental plan will then be submitted to the Amsterdam City Council for adoption, which is expected to take place in early 2027. Once the environmental plan has been adopted, an environmental permit for the construction work can be applied for.
Amendment to Zudo design quality framework
The current design quality framework for the area (see also the design quality policy document ‘De Schoonheid van Amsterdam’ (in Dutch)) needs to be amended to accommodate the redevelopment. The Zudo Quality Framework has been drawn up to safeguard the urban planning and architectural quality of the redevelopment. It sets out the framework and criteria for urban planning, architectural quality, ecology, landscaping and the integration of technical infrastructure.
