Up to 2040, the number of jobs and residents in Zuidas is expected to increase significantly. Without additional measures, traffic congestion will continue to worsen, particularly on main access routes such as Europaboulevard and Amstelveenseweg. To address this, a range of measures is included in the mobility plan to promote sustainable mobility. One of these is the so-called 0-norm for car parking spaces for new office developments in Zuidas. This means that no parking spaces would be provided for new office buildings.

Public participation

In 2025, stakeholders were invited to share their views on the 0-norm for car parking through individual discussions and an online questionnaire. This participation process was completed in November 2025. The responses show that opinions on the 0-norm for parking spaces are divided. There is understanding for the aim of reducing car use, provided that good alternatives are available. According to respondents, a 0-norm for parking spaces can only succeed if it is introduced carefully and in phases. Alternatives must be in place first, and flexibility is required – for example through exceptions for specific target groups and a transition period.

Follow-up study

An initial study indicates that introducing a 0-norm for car parking spaces for new offices buildings may have greater financial implications than previously anticipated. Combined with the critical feedback from stakeholders and the uncertainties regarding financial, legal and traffic-related consequences, this has led to the decision to carry out additional research. This follow-up study will examine the effects of different parking standard scenarios for new office developments in Zuidas. The aim is to develop a well-considered proposal that contributes to a sustainable and accessible area.

Continued participation after summer 2026

The intention is to share the results of the follow-up study after the summer of 2026 and to continue the participation process. Local stakeholders will once again be involved in the further development of the plans. More information on how this participation will be organised will follow at a later stage.
