The number of jobs and residents in Zuidas is expected to grow considerably towards the year 2040. If no measures are taken, traffic will become increasingly congested, especially on access roads like Europaboulevard and Amstelveenseweg. Measures will have to be taken in order to prevent this. The city council is therefore planning to introduce a 0-norm for parking spaces for new office developments in Zuidas. This 0-norm means new office projects, regardless of their size, may not include any parking spaces.

Transitional arrangements

Office developments that are already at an advanced stage will be subject to transitional arrangements in which the existing parking norm will continue to apply – that is, a maximum of one parking space for every 250 square metres of gross floor area. There will also be an investigation into how space can be retained for necessary parking spaces, such as those for the disabled.

Surplus parking spaces

In the past, surplus parking spaces have been created in the central part of Zuidas. Car users can use these spaces or take advantage of the excellent options for pedestrians, cyclists, or public transport.

Consultation

The ‘0-norm for Zuidas office development parking spaces’ (‘0-norm auto parkeren kantoorontwikkelingen Zuidas’) policy proposal was published by the Municipal Executive on 17 June 2025 for public consultation. In order to properly identify the possible challenges associated with the 0-norm, we will be holding discussions with developers and other involved parties. We would also like to give any other interested parties the opportunity to respond. An online questionnaire has been compiled for this purpose. Mobiliteitsplan Zuidflank Duurzaam Bereikbaar

The ‘0-norm for Zuidas office development parking spaces’ is one of the measures resulting from the ‘sustainably accessible Zuidflank mobility plan’ (Mobiliteitsplan Zuidflank Duurzaam Bereikbaar, PDF, in Dutch), which was adopted in 2023. The plan contains measures designed to keep the Zuidas (Zuidflank) sustainably accessible, despite the increasing numbers of residents and jobs in the area. The introduction of the 0-norm is an important step in reaching this objective. The Mobiliteitsplan Zuidflank Duurzaam Bereikbaar contains a wide range of measures that result from the expected growth in mobility on Amsterdam’s southern flank. As well as reducing the number of parking spaces, it involves measures relating to the redesign of public spaces, the encouragement of travel outside peak periods, and modifications to the property programme in Zuidflank.
