Ambitious call for tenders for site in the 'Zuidas Knowledge District'

Developing a mix of homes, office blocks, facilities and greenery at this site will be easier said than done, although you would expect nothing less for a premium location like this, situated right next to Amsterdam Zuid Station. Zuidas is therefore seeking a solid, reliable and innovative development partner that can fulfil its ambitious expectations. The deadline for submission of tenders is 7 February 2019.

Eastern Development Field

The plot, which is currently undeveloped, is part of the Knowledge District’s Eastern Development Field. Situated between the A10 orbital motorway and Gustav Mahlerlaan, this area of Zuidas consists of five plots, of which Plot 2A is the first to be opened up to the market. The new building marks the beginning of De Diagonaal, the future pedestrian and recreational area between Amsterdam Zuid Station and the VU that will run straight through the heart of the Knowledge District.

The realm of innovation

The Knowledge District – home to VU University Amsterdam and Amsterdam University Medical Centre – is an area that adds a unique vibe and atmosphere to Zuidas. On 9 July 2018, we organised information meetings addressing all of the planned future developments in the region. The main goal during development of the Knowledge District is to create a vibrant urban setting for students, scientists and professionals right next door to a thriving entrepreneurial area. The planned land allocations will further establish the Knowledge District’s solid reputation as an innovation hub that facilitates personal and professional interaction, inspiration and knowledge sharing. Furthermore, the addition of residential areas will make the district a true part of Amsterdam. The new and affordable homes, office blocks and facilities will further strengthen Zuidas’s position as an attractive prospect both to Amsterdammers looking for a pleasant place to live and international businesses looking to set up shop. Therefore, the plans for Plot 2A must optimally serve this goal.

What we’re looking for

“Before we decide exactly what to build, we have to find the right developer,” explains Sandra Thesing, the deputy manager responsible for the development of Zuidas. “It’s not just about what we do but how we do it.” And that’s the key challenge. “This tender is unique due to its intense complexity: the municipal government has set the bar extremely high with regard to sustainability and spatial quality, and Plot 2A, which encompasses a total area of 5,000m2, is the biggest plot in the Eastern Development Field. The finished project must include between 46,000 and 58,000m2 of gross floor area that in addition to offices and facilities, also accommodates mid-priced private sector rental and owner-occupied homes situated on a green and publicly accessible courtyard area. What factors must be taken into account during development? It’s a unique project. Once it has been developed, Plot 2A will be a high-visibility location to the south of the A10 orbital motorway and Amsterdam Zuid Station. It must be soundproofed in order to accommodate the other four undeveloped plots, as other residences and facilities will be constructed here in the future. All in all, it’ll be a very exciting project for both ourselves and the winning tenderer.”

Procedure openbare inschrijving via Tenderned

De belangrijkste documenten voor deelname aan de selectieprocedure zijn de clusterbouwenvelop voor het Oostelijk Ontwikkelveld, met daarin de randvoorwaarden en ambities voor het gebied, en de selectiebrochure voor kavel 2A. Deze relevante documenten zijn te vinden op Tenderned. De tender bestaat uit twee rondes. Met deze openbare selectieprocedure proberen we het aantal geïnteresseerde inschrijvers dat tijd en geld investeert in het uitwerken van de plannen, te beperken. De voorselectie bestaat uit een schriftelijke beoordeling op drie selectiecriteria: visie op ruimtelijke kwaliteit, een visie op duurzaamheid en organisatieprofiel, ervaring en risicoanalyse. Uiteindelijk gaan maximaal vier inschrijvers met de hoogste scores door naar de definitieve selectie. De gunningscriteria die in de tweede selectieronde gelden zijn: ruimtelijke kwaliteit, duurzaamheid en de geboden optievergoeding. Winnaar is de partij met de hoogste totaalscore in de definitieve selectieronde. De winnende partij gaat vervolgens een optieovereenkomst aan met de gemeente. Naar verwachting neemt het gehele selectieproces circa 11 maanden in beslag. De definitieve gunning vindt naar verwachting plaats in het najaar van 2019.
