In 2021, the Victory Group acquired the ABN AMRO complex, including the Circl pavilion in Gustav Mahlerplein that was part of it. At this location, there are plans to develop Mahler 1, a multifunctional building with a mixture of offices, commercial and social functions, various public amenities and a lively ground floor area.
Dismantling of Circl
Icon Real Estate, a division of Victory Group, is developing Mahler 1 and, in May 2024, began the circular dismantling of the Circl pavilion. At the same time, work began on development plans for Mahler 1. Mahler 1 is the first phase in the transformation of the huge ABN AMRO office complex, that covers a total of almost 90,000 sq. m.
Part of the wider local environment
Mahler 1 will have 15 floors and a gross floor area of more than 25,000 sq. m. The office building will feature flexible areas that can be adapted to meet changing needs. Tall ceilings will be combined with a hybrid wooden frame. The upper section will have an abstract, undulating façade that leans over Gustav Mahlerplein. The lower section will feature a variety of protruding blocks. On the ground floor and the first floor, there will be interaction with the surrounding environment in an area totalling 1,500 sq. m. This will include areas that are accessible to the general public.
Human dimension
At a height of almost 60 m, the building is different from the traditional Zuidas office tower blocks. Mahler 1 differs in terms of its human dimension and it very much aims to be part of the wider local environment. On the Gustaf Mahlerplein side, there will be a public outdoor area and tiered terraces filled with planting. This will create a visual green connection with the surrounding area, with plant-clad columns on the building reflecting the trees in Mahlerplein.
Sustainability
The development of Mahler 1 is ambitious in terms of sustainability. The building is expected to have multiple certifications, including BREEAM and WELL. Biodiversity will be a key priority in the creation of the green outdoor areas and terraces.

Schedule
Construction work on Mahler 1 is expected to start in the first quarter of 2026. Preparations for construction started mid-2025. Completion is scheduled for the second half of 2027.
Further details
Many of the staff working at ABN AMRO will (ultimately) be relocating to an office building in Amsterdam Zuidoost, and this will happen as soon as that building has been completed. Some of the other staff will be moving to Mahler 1.
