Revised zoning plan for Kop Zuidas approved

We announced the partial revision of the Zuidas Kop Zuidas 2018 zoning plan as early as last year. The main reason for it is that the existing zoning plan offers insufficient room for the planned social amenities. Some editorial and technical changes have also been made to the revised zoning plan. On plot K (see the map below), there will be a multifunctional building for offices and other amenities. The revised zoning plan also makes it possible to have an incubator on this plot. Construction work on plot K will start when the Crossover building has been completed. The revised zoning plan also makes it possible to have a community health centre on plot L2. Construction work on plot L2 will start after plot K is completed.

A single residential care facility

The realisation of the residential care facility in Kop Zuidas is a result of the Strategic Accommodation Plan for Youth, Care and Basic Amenities (strategisch huisvestingsplan Jeugd, Zorg en basisvoorzieningen, pdf) approved in 2019. In this document (in Dutch), the Council outlines the way in which young people, healthcare and basic amenities will be accommodated in the period 2019-2025. This kind of residential care facility offers 24-hour care for vulnerable residents who can follow a personal pathway as they build themselves a more stable existence. The Zuidas Kop Zuidas 2018 zoning plan enabled several small initiatives with the ‘social services’ function on the ground floor and first floor. However, the planned residential care facility requires a single, larger building. The revised zoning plan makes this possible: a single residential care facility with an approximate gross floor area of 1,200 sq. m. The change has no effect on the total size of the programme. Before the centre is opened, there will be a series of information opportunities for the local community.

Community health centre

The revised zoning plan creates space for a community health centre on plot L2. The idea is for a family doctors’ centre, physiotherapy practice or pharmacy, all sharing the communal areas. The previous zoning plan again included space for this kind of function, but not the possibility of combining them in a single community healthcare centre. The overall programme for the Kop Zuidas neighbourhood will also be unaffected by this change. This plot will also have housing on it, which will partly be developed by a housing association.

Six-week appeal period

You can find the revised zoning plan here (in Dutch). From 18 February 2022, you have six weeks in which to appeal against the changes. You can find details of who is eligible to appeal and how to do so here (in Dutch). If there are no appeals, the zoning plan will become irrevocable. If an appeal is initiated, a procedure will follow at the Council of State.
