Zuidasdok Routing Decision changes approved

The Zuidasdok Routing Decision was approved on 18 March 2016. This kind of decision makes new infrastructure or changes to existing infrastructure possible. In the case of the Zuidasdok Routing Decision, this involves widening the A10 Zuid (from 4 to 6 lanes in each direction), making modifications to the De Nieuwe Meer and Amstel interchanges and diverting the A10 Zuid underground in the central area of Zuidas. The Zuidasdok Routing Decision also stipulates which bridges, viaducts and underpasses will be built or modified.

Amendment needed

There are several reasons why there have been changes to the 2016 Zuidasdok Routing Decision. After it was approved in 2016, work started on the further development of the design of Zuidasdok. During this process, certain deviations emerged that meant an amendment to the routing decision was needed. Several other additional measures will also be required that were not known when the routing decision was originally agreed.

Clearer wording

The draft version of the amended routing decision was opened up to consultation for six weeks in November 2022. A total of 57 opinions on it were received. In response to them, the wording was made clearer in various places and other improvements made to the text. However, no changes have been made to the measures originally included in the draft routing decision. In the routing decision itself, two textual amendments have been made in response to the opinions submitted. Two houseboats next to Schinkelbrug bridge had been designated as a work site in the routing decision. Residents have been concerned that all kinds of construction work would be happening on their moorings. It is now clearly stated that the term ‘work site’ (werkterrein) here means that residents can be asked to temporarily leave their houseboats if their safety is at risk because of the works. In another amendment, a location originally included in detail on the maps has now had an address added in the text.

Additions to the reports

Additions have also been made to the reports that accompany the 2023 changes to the Zuidasdok Routing Decision. The report on Noise now also includes an analysis of the spatial developments that have occurred since 2016. The report on Water has been updated to include details of current applicable policy and relevant legislation and regulations. Finally, a calculation has been added to show that the changes to the routing decision will not result in nitrogen deposition during the initial phase.

Lodging an appeal

Do you disagree with the changes that have now been approved? Individuals and legal persons with an interest in the changes can lodge an appeal against them by submitting a notice of appeal to the Administrative Justice Division of the Council of State. This is possible from 23 June until 3 August 2023.
